「災防告警服務（Public Warning Service，PWS）」是利用行動通信系統的「細胞廣播服務技術（Cell Broadcast Service，CBS）」，提供政府可以在短時間內，大量傳送災防示警訊息到民眾的手機，即時通知民眾，讓民眾能及早掌握離災、避災的告知訊息服務。
「災防告警服務」所發布的「地震速報」警訊是中央氣象署「強震即時警報」的服務，主要是架構於高密度地震觀測網以及自行開發之快速地震測報技術，稱之為「區域型強震預警」。中央氣象署24小時隨時接收各地高品質即時地震站訊號，當臺灣島內或是近岸地區發生中大規模有感地震時，系統會自動利用近震央少數地震站最早接收到的前幾秒P波資料，來進行即時演算，快速獲知地震的震央資訊，包括發震時間、震央位置、深度與規模。再結合經驗公式與各地場址效應，即可提供距震央較遠地區之S波預估震度與預估抵達時間，以利強震減災之緊急應變。

The ""Earthquake Early Warning"" issued by the "" Public Warning Service (PWS)"" is the ""Strong Earthquake Early Warning"" service of the Central Weather Administration. It is mainly based on the high-density earthquake observation network and self-developed rapid earthquake reporting technology, which is called ""Regional Strong Earthquake Warning".
